To create this effect you need a picture with a solid background color.
1. In the Timeline Panel, place the main footage.
2. In a track above it place the footage with the solid background color.

3. In the Effects Panel, click the triangle to expand the video effects bin and then click the triangle to expand the “Color Correction” bin.
4. Drag the “Change to Color” to the footage with solid background, if you want to change the background color to a different hue. And then scale and locate it on the right place.

5. In the Effects Panel, click the triangle to expand the “Keying” bin and drag the “Color Key” to the clip with solid background color.

6. On the Effects control panel click on the triangle to expand the Color Key bin. Click on the eyedropper and select the solid color (here Yellow) on the screen. And set the other area as needed.
7. Add an “Alpha Glow” effect to it and change the “Glow”, “Brightness”, “start and end color” and make sure two other fields are selected.

8. Now Add “Roughen Edges” effect to it and set it as the picture below or as needed.
As you may see I keyed “Stretched Width “and “Evolution” in first and the last frame.

9. Now add a black video above the other tracks. And add a “Track Matte Key “to the Track below it and set it as the picture below.

10. Select the black video and move it down to cover the bottom part of the picture (Fire).

11. If you need to change the color of the Text (Fire). Add another “Change to Color “.


12. Go to File > Export > Movie and render the scene.
